President of Finnish Institute for Educational Research Visits NIES

In April and May of 2015, NIES launched a nationwide survey to research satisfaction with the basic education of preschools, primary schools, middle schools and high schools. The survey sought insights from three demographic groups: the first was consumers of basic education, including students in preschools, primary schools, middle schools and high schools (the questionnaires for preschool students were answered by their parents, and the questionnaires for primary school students were conducted by the students and their parents together); the second was educators, a group which included teachers of preschools, and teachers and presidents of primary and middle schools; the third category was the public, or net users. The survey was conducted using multi-level and multi-stage sampling with unequal probability and systematic sampling. The samples covered 4,925 preschools, primary schools, middle schools and high schools in 370 counties (cities, districts) in 31 provinces with nearly 80,000 total participants.  The final number of usable responses was 72,420. Based on an analysis of the questionnaires, the following conclusions were drawn. 1) Overall, students and parents are satisfied with the quality of basic education. In terms of regions, the satisfaction index of the eastern region is higher than that of the central and western region and the satisfaction index in urban areas is higher than that in rural areas. With regard to grade level, primary school students are the most satisfied with the basic education while high school students are the least satisfied. The satisfaction index of non-local registered students is lower than that of local students; the satisfaction index of boarders is lower than that of non-resident students.  The satisfaction index of students from higher social class is higher than that from lower social class.  Students and their parents show the most satisfaction with the professional demeanor of teachers, while giving the least satisfaction to the heavy schoolwork burden and the huge gap in teaching quality between different schools.  The satisfaction index in the provinces with higher GDP is much higher than that in provinces with lower GDP. 2) Teachers and school presidents are roughly satisfied with basic education. Teachers think their work is pleasant, but are not satisfied with their welfare conditions; the satisfaction degree of teachers and presidents in primary schools, middle schools and high schools has a positive correlation with that of students. 3) The satisfaction of the public with the basic education is relatively low. The satisfaction index of the public in the eastern region is higher than that in the central and western region; urban public is more satisfied than the public in towns and counties; the social class is higher, the satisfaction index is higher; the public is more in favor of entering school according to the proximity, and feels the least satisfaction to the gap between urban and rural areas.
